I'm sure we've seen the claims boasted by this diet, but are they true?

No, we haven't all seen the claims.

South Beach Diet better than what?

Does "better for belly fat" mean for adding or removing same?

Well, on the cover of the book it says "Lose Belly Fat First!"

Now you are starting to "come clean".

What book?

Shouldn't your question be " Is the  book ___________ respectable with
good documented data? "

Isn't that a large part of your secret desires to know?

So far, you aren't chumming for a debate on the benefits of ________
diet. And those leading questions do come up here.

OK, well then that would generally be true of any low carb diet. Insulin
resistance is characterized by, among other things, increase in abdominal
fat accumulation. So if you can  decrease insulin resistance via low carb
diet and/or exercise, then you tend to lose the abdominal fat. Sometimes
preferentially, sometimes not. I recall discussions about this in asdl-c
over the years, seems some people do notice their waistline decreasing
faster than on other types of diets. For others, the tummy just hangs on
till the last. It probably depends on a lot of factors, including how
entrenched the insulin resistance is. For some, insulin sensitivity won't
apparently get back to near-normal levels until they approach a lean healthy
weight.
