Carb Exchange question

I was recently told by my doctor about the idea od carbohydrate
exchanges. I was told that 1 carb exchange is 15 g of carbohydrates.
But is that net carbs or gross carbs?

If it's gross then that will mean you're counting both fiber carbs and non
fiber carbs and your net carbs will be lower.  I think that will be better
for you if you end up eating several exchanges per day.

But  if you want to do low carb, why not just read one of the books about it
rather than collecting up bits and pieces like this?  Protein Power Plan or
a book my Atkins will be bests.
