Did you not read the responses when you asked the same
question last month?

Some people say there is no such thing as a stupid question.
In my experience there are a few cases when they are
mistaken.

1) Someone who asks again and again because they ignored
the previous answer is asking a stupid question.

2) Someone who asks again and again because they did not
like the first response so they keep asking in an attempt to
change the answer is asking a stupid question.

Read they previous discussion.  There are specific requirements
for creating a new moderated group.  Commit to supplying at
least one of them.  Having done through the process on more
than one occasion myself I am quite happy to help with the
process itself once anyone supplies the required resources.
Without anyone stepping forward with the required resources it
will not happen.

Ob low carb - Trolls are meat, so they are low carb.  Eat their
posts in such a way as to not produce roughage ...
