Any foods that reduce your appetite and thus allow you to eat less without
being hungry.
Meat, fish, chicken, pork, broccoli, cauliflower, spinach, cheese, nuts,
lettuce, etc. are some possible examples. There are others.
A piece of beef may be high in fat and hence high in calories. But if
eating that (plus veggies) diminishes your appetite to the point that you
eat less food than you need to maintain your current weight, then you're now
eating "low-cal".

dice up a whole tomato and put 4 tbsp of maonnaise on it ... great evening
snack ... low in carbs ... high in fat

You're not going to get a food that meets all of these criteria. If it's
high fat, it can't be low calorie. Now if you keep the serving size small,
the calories may be within a range that' acceptable to you, but oz for oz
it's going to be high calorie.
