There is no such list. Low in carbs and calories = low in fat also, which
is limited pretty much to protein (lean meat).
I keep my carbs fairly low ( <40g daily most days) and watch my calories
also by not overeating. Forget foods that are low carb and low fat; it
would not be healthy. Just control the amount of food that you eat.

Low cal implies low carb. Look up your calorie counter.
Low calorie density vegetables (approx 20cal/100 g)include tomatoes,
zucchini, cucumber, lettuce, and soup made from them.
Low calorie density protiens would include jello (or jelly for us
Australians).

Raw red radishes are the lowest carb/cal food I could find. I snack on them
all the time.

Celery, cucumbers, cabbage all count as well, especially when raw.

I got really really sick when I was eating low-cal low-carb (just lean
chicken meat, vegetables). With the addition of fat (avocados, nuts,
oils) back into my diet I am feeling a lot better.
