I'm starting to eat less of low carb/low cal foods and my weight loss is
once again moving forward.  I just have to finish off my spare tire.  My
question, is it better to eat less, do cardio workouts, or both?

Both. And lift weights too.

Most of us probably aren't in danger of eating too little. :)

A moderate caloric deficit combined with moderate cardio seems to be
the most recommended course of action.

IMHO, though, once you find a combo that works, stick with it!

There is research which suggests that aerobic exercise is a lot more
effective for weight loss than a simple calculation of calories expended
would indicate - especially for men. Unfortunately, there is other
research which suggests it isn't! Experimenting to see what works for
you seems to be the answer.
