Already stated that if you don't like it, take it up with the author of
the story, or with the Army. Thanks for thinking I really am the Master

As miguel and others have pointed out, the author of the story does not
state that BMI is determined by measuring parts of the body as you have
claimed. Neither does the Army. Either you have a reading comprehension
issue, or the rest of the world does. Even your Ragnar is not sticking up
for you on this issue.
