Fat percentuage and BMI

My husband wants to be on a diet too.
I do not understand this: his BMI is 29, but according to our scale
his fat percentuage is 25%, which is quite low I think. How can it be
that?
He is 1.78 cm high, his weight is 91 kg.

it is not low, and he could lose some fat.

Your husband's Body Mass Index is generally characterized as "Overweight".
Losing 5 - 10 kg would be a reasonable goal for him (he would then be in the
"Marginally Overweight" category).  Losing 12 kg would put him in the
"Normal Weight" category.  A healthy target for Body Fat percentage would be
15%, depending on his age.

25% is pretty high for a man. It's even the top of the healthy range for
a woman, and men should be 8-10% lower. That said, bodyfat scales can be
pretty inaccurate. Is there any reason he would be overweight without
being overfat - i.e. does he do any activities that would build serious
amounts of muscle, and does he have a very large frame? And does he have
any noticeable tummy flab? That's usually where men gain first and lose
last.
