What the HECK does that mean?
ugh ... all this low carb advertising is confusing at best.
I don't buy low carb marketed products, but eat a monitored carb diet.
Now I see "sugar carbs" being touted on the outside of packaging and have NO
idea what that really means.
So, if something says it has 3 'sugar carbs' can it have unlimited other carbs?

Carbs are all sources of calories other than protein and fat,
according to FDA. Various carbs have different effects on "insulin" in
different people. But, all those carbs do pack calories and they all
should be counted as carbs and calories.
What the junk food peddling capitalists want is for us to believe that
non-sugar carbs do not count, so that we would buy their junk food
bars and candies.
What happens in reality for most people on alt.support.diet.low-carb
(not for all people but for most), is that eating low carb labeled
junk food stops their weight loss.

Sugar is one type of carbs, the type many are the most interested in.
There are four broad categories of carb types:
1) sugar that most are interested and count.
2) statch that is usually listed as other that folks on
plans that require counting count.
3) fiber that many deduct or don't count.
4) sugar alcohols that companies claim everyone can deduct
when actually only some can deduct.

You got it. You'll need to read the label to see what the other
carb counts are and do the arithmatic to see if you believe their
claims.

I may not count sugar alcohols, but my flora sure do. They love the
stuff!
I never figured out why my favorite gum in Japan, XYLISH with its full
dose of xylitol, made life so interesting after I'd eaten a pack or
two...

really, starch carbs should count just as sugar carbs, as far as
dieting goes. Starches tend to come as empty calories, too.
