Slow Start -- Help!

I have been dieting (~1300 cal/day) / exercising (1/2 hr jog or 1 hour
walk daily) for about three weeks now and I have lost about 2 pounds.
Is this normal?  Should I do something different or just wait?

How tall are you Joanne? How do you know your number of calories, do
you weigh and log your food? Is your period due shortly?

Yes, I weigh & log all food (I use the Diet Power software & a postal
scale).
I had my period about 1.5 weeks ago.

I was wondering if perhaps I was building a little muscle as I had
been almost completely sedentary before starting.  Or, is my body just
weird?

I often find that starting a new or different exercise routine will
sometimes stall weight loss.  IIRC someone mentioned the muscles were simply
retaining water causing a temporary weight gain.
