if my diet is mostly fruits (including protein shakes) and vegetables with some
carbs (ezekial bread, pasta, grain cereal) and dairy (fat free milk, some feta
cheese or a slice of american cheese) thrown in, is it likely that i will lose
some weight as an already "light" person? or is almost ALL about exercise for
someone in the far lower portion of the healthy weight?

It's all about exercise anyway -- you can't be healthy without it and you
can prevent a number of major illnesses with it.

i find that i can exercise, but i'm not sure if i have what it takes to
actually burn off fat. i can jog for about 20 minutes and do various other
exercises. but it seems that a person like me needs to be running for 45
minutes a day to burn off that bit of excess fat. i'm just wondering if the
diet helps much at all, because i don't know if the exercise i'm doing now is
helping.

I seem to remember from your previous posts that you're already under the
normal BMI range. It sounds like what you should be focusing on is building
muscle. If you're starving yourself, then that can't happen. Perhaps you
should look into joining a gym and getting some professional advice about
exactly what to eat and what exercises to do.

It is unlikely if you do not control how much you eat. For people who
who not grotesquely obese, it is about quantity of both food and
exercise.
(Calories eaten - calories spent living and exercising)/3500 = weight
GAIN in pounds.
